The Resources division (R) is responsible for cross-sectional and support functions at the FSO. These include Finance and Controlling, Personnel, Information Technology, Quality and Process Management as well as Project Management.
The R division ensures that statistics can be produced effectively and efficiently through optimal coordination of the specialist areas and operative statistical divisions.
Achieving the FSO's goals requires goal-oriented measures and careful resource planning, as well as the development of an appropriate corporate culture and the formulation and implementation of a broadly based personnel policy. The FSO's human resources section (PERS) is responsible for the concepts, instruments and measures of a modern HR management which aims to train, guide and promote the organisational units’ personnel resources and to support the maintenance and development of the FSO's human resources.
The Finance and Controlling section (FICO) is responsible for accounting and budgeting at FSO, in addition to providing the Office's management with support in decision making, i.e. for the planning, determination, documentation and monitoring of FSO's financial means according to the federal administration's current guidelines. Furthermore, FICO must also ensure that the Office complies with public procurement provisions.
FICO carries out the following tasks:
- Maintenance of the general ledger and subledger, the periodical financial statements, travel management and operative contract management
- Maintenance of personnel accounting including all structural, personnel and variable data in wages and working time management
- Implementation of operative financial planning and controlling processes, support and consultation in business matters
- Management of the general procurement process, i.e. definition of specifications and guidelines, advice with regard to public procurements, mandates, specialist and cooperative agreements with financial consequences
The Information Technology (IT) section is responsible for providing the FSO's specialist sections with IT services corresponding to the specific needs of the production of statistics. The development of an IT chain following the "planning - organisation - implementation - monitoring" management cycle is intended to ensure end-to-end traceability of IT integration. The application of this cycle strives to guarantee efficient and effective administration of implemented resources.
The IT section draws on the federal administration's IT processes (P01 to P09) and market best practices (ITIL, COBIT). The setting-up of the office environment and around 150 IT applications are just some of the services carried out by this section.
