This indicator shows the proportion of young people who find themselves outside the education system before obtaining an upper secondary level qualification. It therefore provides information on pathways within the education system.
From an integration perspective, a decrease in the share of young people outside the education system indicates an improved situation.
The population with a migration background is more often not attending any formal training than the population without such a background, and this although they do not hold an upper secondary qualification.
Among the population with a migration background, the share of young people outside the education system decreased between 2012 and 2020, whereas this share remained stable among young people without a migration background for the same period.
Between 2021 and 2022, the share of young people with a migration background outside the education system increased significantly, while it has remained stable in the population without a migration background.
Lower secondary level: follows on from primary level, lasts three years and goes from 9th to 11th grade of compulsory schooling.
Upper secondary level: education that follows on from compulsory education. According to the HarmoS Agreement, it starts 11 years after the start of primary level and comprises general education options on the one hand and vocational options on the other. Courses generally last between two and four years and lead to a federal academic or vocational baccalaureate, a specialised school diploma, a Federal VET Diploma or a Federal VET Certificate.
Young people outside the education system are people aged between 18 and 24 who meet the following two conditions:
They are expressed as a percentage of the permanent resident population of corresponding age.
