MONET 2030: Young people neither in employment nor in training

Swiss target 8.6: Broad availability of qualified young people is ensured and broad access to opportunities are offered to young people.

Significance of the indicator
The indicator shows the percentage of unemployed young people aged between 15 and 24, who are not in education or training (NEET = not in employment, education or training). Employment is necessary to be able to lead an independent life and to participate in social life. A solid educational base provides a good start in working life. A reduction in the NEET rate is strived for in the interest of sustainable development.

International comparability
The indicator complies with the Eurostat definition and can therefore be compared at international level.

Methodology

The indicator shows the percentage of unemployed young people aged between 15 and 24, who are not in education or training (NEET = not in employment, education or training). People registered as NEET fulfil the following conditions:
• They are unemployed based on the ILO definition (International Labour Organization)
• In the four weeks prior to interview, they did not take part in any educational or training programme.  

Definitions

Unemployed based on ILO definition
The term “unemployed based on ILO definition” refers to people aged 15-74 who:

• were not gainfully employed during the reference week and
• were actively looking for work during the previous four weeks and
• were available for work.
This definition complies with the recommendations of the International Labour Office and the OECD as well as with the EUROSTAT definition.
 

Targets

Swiss target 8.6: Broad availability of qualified young people is ensured and broad access to opportunities are offered to young people.

International target 8.6: By 2020, substantially reduce the proportion of youth not in employment, education or training
