Collecting data from on-demand services (VoD)

The procedure for companies obliged to report is as follows:

1)     Make sure that your business is registered at the Federal Office for Culture (FOC) as a company with an obligation to report. If your company is not yet registered please do so as soon as possible at the following link to the FOC:

2)     Get your data ready. You can find help on how to prepare your data below, on the information sheet and at the link to detailed information and sample datasheets. Please indicate your company/platform name and the type of on-demand services (VoD) on each of your documents.

3)     Get any additional documents ready. It is compulsory to provide information about video on demand views in the subscription sector. From 2024 onwards, the preferred method is the cumulative number of viewing minutes per year and per title. We would be glad to receive any additional explanations or comments about your data.

4)     Please send us your data and any additional documents via your Filetransfer Service (BIT/OFIT) account to film@bfs.admin.ch. We recommend this service for security reasons. In case you don’t have them, please ask for your login and password to film@bfs.admin.ch.

Reporting obligation according to Article 27 of the the Ordinance on the Quota for European Films and Investments in Swiss Film Production (FQIO)

In 2016, the revised Film Ordinance (FiO, RO 2015 5639; art. 16a) extended the scope of the obligation to provide data. This obligation, which had previously applied to companies exhibiting films in cinemas since 2002, was extended from 2016 to include Swiss and foreign companies offering on-demand services (platforms) in Switzerland, as well as the holders of the corresponding exploitation rights (distributors).

From 1 January 2024, the obligation to report VoD statistics will no longer be governed by the Film Ordinance (FiO) but by the Ordinance on the Quota for European Films and Investments in Swiss Film Production (FQIO). In addition to reporting films (of 60 minutes or more), this revision includes the obligation to report series
