The survey includes all persons aged 10 and over who committed an offence as a juvenile and who are placed under juvenile law outside of their families. Such external placements can be ordered by the court either as a preventive measure prior to sentencing or at the time of sentencing. Numbers are collected from the cantonal offices of the juvenile prosecutors.

Information on juveniles in placement
(Out-of-home) placement as a precautionary protection measure
If the necessary education and treatment of juveniles cannot be otherwise guaranteed, the juvenile courts can impose a placement. Juveniles may be placed with private individuals or in an educational institution or treatment facility that can provide them with the educational or therapeutic help they need.
JUSAS project
The juvenile detention statistics on preventive measures and sentencing (JUSAS) planned from 2020 will now also provide information on imposed pre-trial detention or pre-court-ordered precautions, protection measures and imprisonment. The length, start, finish and type of sentence are among the main details which will be available for each external placement.
On the basis of the Federal Council's report "Youth and violence" and the Federal Council Resolution of 20 May 2009, the FSO has been commissioned with the creation of these statistics.
On the 23 May 2012, based on the evaluation results of the project phase, the Federal Council approved the creation of new juvenile detention statistics on the pre-court-ordered preventive measures and sentencing (JUSAS).
