SDG 11: Make cities and human settlements inclusive, safe, resilient and sustainable

Swiss target 11.1: The stock of affordable housing is preserved and is increased in areas with high demand. Population groups at a disadvantage in the housing market have access to affordable and decent housing.
Significance of the indicator
The indicator shows the percentage of housing costs in gross household income, by income group. Housing is a fundamental need and has an impact on the amount of money available to satisfy other needs, in particular for low-income households. To make a step towards sustainable development, the proportion of housing costs in the household budget of the poorest must decrease.
International comparability
This indicator cannot be compared at international level.
Comments: due to a break in the time series, the % difference has been calculated from 2006/08 onwards. This calculation is made for the 1st income quintile (the poorest 20% of households). The observed trend that is located within the confidence interval estimated by a coefficient of variation of 1 to 2% is not statistically significant and the assessment is thus unchanged.

Methodology
The indicator shows the percentage of housing costs (including additional costs) in gross household income (in disposable income prior to the period 2006/08), by income group.
Data come from the Household Budget Survey (HBS) conducted by the Federal Statistical Office. The HBS provides detailed information on household income and consumption. The data from 2000/02 onwards are based on a 3-year data pooling. Data from 2006/08 cannot be compared with previous years due to changes in the definitions and the calculation of housing costs.

International target 11.1: By 2030, ensure access for all to adequate, safe and affordable housing and basic services and upgrade slums.
