Swiss target 1.3: Social insurance coverage is preserved, with the social insurances being financially consolidated and attuned to trends in society. In conjunction with other cantonal means-tested benefits, they adequately cover social risks.
Significance of the indicator
The indicator shows total expenditure by public and private social security institutions, as a percentage of gross domestic product (GDP). In the context of sustainable development, the cover of social risks must be ensured in consideration of the national economy’s capacity.
International comparability
The Total Social Security Accounts method (TSSA) is based on the European System of Integrated Social Protection Statistics (ESSPROS). This means that international comparisons are possible.

Methodology
The Total Social Security Accounts include all interventions by public or private institutions aimed at protecting households and individuals from social risks and at covering their needs. They do not include benefits that involve beneficiaries making a contribution of the same value in return or benefits allocated as part of an individual contract. Other components of Swiss social security, such as tax deductions, are not included either.
The indicator shows total expenditure by public and private social security institutions, as a percentage of gross domestic product (GDP). This expenditure includes social benefits from social insurance, the State, employers and non-profit organisations. Social benefits are equal to the amount of (gross) transfers paid to households and individuals.
The data on total social security expenditure come from the Total Social Security Accounts (TSSA), published each year by the Federal Statistical Office.
Targets
Swiss target 1.3: Social insurance coverage is preserved, with the social insurances being financially consolidated and attuned to trends in society. In conjunction with other cantonal means-tested benefits, they adequately cover social risks.
International target 1.3: Implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable.
