Every year, the FDHA defines together with the Confederation’s chief data officers the key areas for the implementation of the Open Government Data (OGD) strategy for 2019-2023. This is coordinated by the FSO’s Open Government Data Office. The following key areas are planned for 2020:
- Various communication measures to raise awareness of and provide further training on OGD will be implemented in 2020. In particular, special events will be organised at department level to present new requirements and processes that need to be implemented as a result of the new strategy.
- It will be verified how OGD principles can be integrated into the existing legal bases. This includes examining the need for further legislative measures and gauging the need for further development of the existing exploitation model. The results will be submitted as a report to the Federal Council by November 2020.
- The prioritisation and coordination of data publications are increasingly organised by the various data areas. Data topic guides are gradually being introduced for this purpose: this means that government offices take the lead in their areas of responsibility (e.g. statistics, geodata...).
- The introduction of OGD principles into the Confederation’s various framework documents is being verified. This could, for example, concern enterprise architecture specifications, procurement documents, general terms and conditions (GTCs) and the HERMES project method.
- Simple and transparent management of the OGD offering shall be developed as an important instrument in strategy implementation to compare data offerings with the legal and technical OGD requirements. This management will be done by the OGD office and serves all parties involved as a basis for defining and implementing measures to improve offerings.
- The round table format which brings together data publishers across all federal levels and involved third parties and data users to ensure that the publication of data meets demand, is being reintroduced and expanded. The round table, in which there is always the focus on a special data topic (e.g. to identify particularly high-quality data, barriers to publication, usage examples that should be supported), will take place at least twice a year.
- The publication schedules and recommendations of the OECD, EU and the G8 are analysed against the Swiss context and from this further development proposals are derived both for the definition of the prioritisation of OGD and the further development of the opendata.swiss portal.
- The current publication process and its documentation will be further developed. Topics such as improving the quality of data offerings, the automation of data offerings and management of channels with data users are priorities.
- Based on previous inventories (2015 and 2017) and in coordination with the administrative units, the Confederation’s data inventory shall be further developed and piloted during 2020.
- Priority measures to develop an open (government) data community shall be defined and implemented. This could take place in various ways and include both internal measures (e.g. organising further education and training, internal professional exchange) and external measures (e.g. organising hack days, cooperation with universities).
