Definition
A situation in which the speed of vehicles on highways or main roads outside of towns falls below 10 kph for at least one minute and traffic often comes to a standstill. In towns, congestion means that the waiting time at junctions or bottlenecks is at least five minutes. Apart from congestion defined as such, the congestion statistics also take into account stop-and-go traffic, in which the greatly reduced speed of vehicles outside of towns is less than 30 kph for at least one minute and/or traffic partly comes to a short standstill.
