People aged 15 to 24 are the most seriously affected by unemployment. The unemployment rate based on ILO definition is higher for women than men.
From 1991 to 2011, women's unemployment rate based on ILO definition was always higher than men's, except in 1997, when men's unemployment rate was higher. The reason the rise in joblessness mainly involved men in 1997 was in all likelihood because that year there was a decline in full-time employment, which mainly affects men; this was coupled with a rise in part-time employment, which is mainly taken up by women.
